The 2018 California Wildfires
"OSHPD's Response and Lessons Learned"

The Carr and Mendocino Complex fires of July and August followed by the Camp and Woolsey Fires of November have caused more damage and deaths than in all previous years.  Each fire was unique with different weather and terrain factors influencing its behavior. Many agencies were involved in data collection for health care facilities during these fire emergencies.

This presentation details the response to the fires by OSHPD's (Office of Statewide Health Planning and Development) Emergency Operation Center. Procedures followed for inspection, tagging of hospitals and skilled nursing facilities affected by the fires and their re-population efforts will be discussed. Building code requirements for repairs of buildings damaged during the fires will also be presented.

Hussain Bhatia, Ph.D., S.E.

OSHPD Seismic Compliance Unit Supervisor and OSHPD Emergency Operation Center Incident Commander

Hussain Bhatia has 23 years of experience in structural engineering and design.  He has been involved in design, analysis, and review of new and existing hospital, school and commercial buildings.  In addition, he has taught courses related to structural engineering in University of California, Irvine; University of California, Los Angeles; and California State University, Sacramento.  He actively participates in many code committees for ASCE 7 and ASCE 41, and professional organizations such as SEAOC, ASCE and EERI.
